OIP collaborates on government-to-government initiatives with the Ministry of Communication and Transportation of Mexico in providing additional opportunities for technical information exchange among transportation entities and organizations along the U.S./ Mexico border. These efforts include those sponsored through the Border Technology Exchange Program (BTEP) and the U.S. Mexico Joint Working Committee on Transportation Planning (JWC).

Through the BTEP, the State Departments of Transportation in the four states spanning the United States' border with Mexico, (Arizona, California, New Mexico and Texas) work in cooperation with their six Mexican state counterparts on strengthening communications, coordination and technical information exchanges targeting transportation entities and organizations along the border. The focus is on activities that facilitate the safe, efficient, and secure movement of people and goods along the US/Mexico and US/Canada borders, with emphasis on safety, congestion mitigation, and environmental stewardship. BTEP provides flexibility in helping meet the unique institutional and technical needs in the border regions. The Mexican counterpart states along the border are: Baja California, Chihuahua, Coahuila, Nuevo Leon, Sonora, and Tamaulipas
